On a clearly justified killing, the D.A. will recommend a no-bill, but they still have to present it and let the GJ make that determination. It's just a formality, but I think it's a necessary check and balance.

Is that a Texas state law?

I’m aware that a grand jury will do whatever the DA wants it to do.
