He's perceived as exceptionally intelligent (I don't see it that way but most do) and he's an outspoken atheist. People like to be thought of as intelligent, so they figure if they dickride folks like Harris who share their worldview then they think they get some virtue by association or something.
As you said, his authority would be in the field of neuro-science and I don't know that he's done much there, if anything. His arguments aren't compelling, and during a debate on morality he said STTE of "well, if you don't believe that you're just crazy and you don't know what you're talking about". Solid argument.

I think he is at his worst when discussing morality and ethical schemes because he comes across, and I believe is admitted to, not being well read on the mountains of literature humanity has put forward to try and grapple with the subject. It leads to him putting forward thinly veiled utilitarianism as a novel concept in The Moral Landscape, as if humanity hadn’t formalized utilitarianism and it’s flaws for centuries.

Agree or disagree with his opinions on the supernatural, he has shown a propensity for intelligent conversation. He's not a 100 IQ person, not even close.
That said, IQ isn't a bulwark against mass formation psychosis. On 9 out of 10 subjects, Sam likely has a lot of insight to offer. Unfortunately for him, the most discussed topics today are political topics, and they tend to fall in the 1 out of 10 subjects he can't help but repeat woke response too.
About the only thing I can think of that Sam doesn't take a woke stance on is Islam. Even he admits that while Christianity might believe in myths, they're no where near as destructive as what Islam believes in.
