Neither did I, but that's not the point.
The funding is there.
Kids will learn better when they aren't on the verge of having a heat stroke.
The Superintendent will certainly have Air Conditioning.
Every administrator up the chain will have some sort of AC.
Schools aren't underfunded, they are mismanaged.

To be fair, you probably didn't also have 35 kids in the same classroom that was built to accommodate 20 and could actually open your windows.
A lot of school districts restrict opening windows now for safety reasons or have built schools with windows that are tiny compared to the old school floor to ceiling windows.
