Yes, he would.
It is still legislation ("I'm Just a Bill...") that requires presidential signature. It just does not require 60 votes to end debate in the Senate.

Because it's a new bill to repeal, would probably require a vote and presidential signature. But they could put nuts in a vice and not continually fund these extensions with continuing resolutions. Shut it down and to hell with the media tears and fear porn.
