Read the ruling. Civil courts and the suspension process have a different burden of proof (preponderance of evidence) than a criminal grand jury. Same reason people can get acquitted of a crime but convicted in a civil suit.

What about to indict someone? Probable cause doesn’t exactly require beyond reasonable doubt to occur
