Someone would have to care enough or have enough of an interest in the situation to have it filled. A third party is not just going to appear and do this. A professional can be appointed curator but they will change a lot of money.

There is something called a Corroner’s Commitment where the coroner’s office can commit someone but they have to be very bad off for this. They would have to impose a physical threat to themselves or others.
