He did not steal the documents. In fact his lawyers and national archive lawyers had been in talks about determining which documents went and which stayed and this probably boils down to what amounts to one or two boxes total of " classified" material.
If this were about 15 boxes of documents then this should have been a visit with a subpoena and a van....not rampaging through the place cracking safes with FBI agents and semi automatic weapons and an early morning raid.
