It's probably both. He probably wasn't running from them simply because he wasn't wearing a helmet. He was probably running because he was either drunk, had drugs on him, had a weapon, or something else he could have got in real trouble for. So he ran to get rid of it.

Now he just has a simple eluding charge, which will turn into either nothing or a simple slap on the wrist, versus something major.

I'm not saying this was 100% the case, but it's a pretty educate guess.
