Individual gets the money for rent, not the property owner. That's a problem.

That’s not completely true. My wife is a reviewer for the program. The landlord has to agree to participate in the program. If they do the rent is sent directly to them. If not then yes the rent can be sent to the individual. But it’s not as common an occurrence.
