I grew up boating and fishing, I could take the jonboat out solo as soon as I had a driver's licence, including with a friend, but my dad wouldn't let me take out the Sea Ray with friends until I was 18. It was likely the right move based on the lessons I learned/relearned after age 18 in that boat. I almost sunk that boat twice.
