If the wind was blowing 30kts it wouldn’t. But the wind will slack and all that scent will drift along dropping into the bottom.
I have seen it before where it seemed to work and deer would be milling around feeding and I thought I had beat them and all of a sudden they just busted out. And it was the slack wind or after that it happend.
