Pre boarding isn't just for people who can't walk, wheelchair or not. Many times a wheelchair may be provided even if it's not the reason a passenger is pre-boarding. I pre-board and used to check in at the gate before each flight (not so much anymore) and each time I was asked if I wanted a wheelchair. Some may not be unable to walk or stand but want to be seated so that they can access the boarding ramp when the time comes. Regardless of the boarding method, for some reason people are compelled to stand around the boarding area before they can board or even asked to line up and it makes things unnecessarily congested.
