Karen Carter Peterson. While she was a state senator and the Chair of the Louisiana Democratic Party, she diverted campaign money to herself to fund her gambling habit.

While her ideology is about the farthest from mine than any others mentioned in this thread, even just talking about elected officials over the past two decades, KPC's got nothing on Alario, Francis Thompson, Bob Odom and Derrick Sheppard.
Hell, Bob Odom was so bad, that former Governor Blanco, as ineffective as she was overall as Governor, did her best to stop his boondoggles across the state. She at least had the moral compass to try to block him and Don Hines from stealing from the taxpayers.
