Of course it is. And collusion happens at all levels of professional sports. If you ask me, I think the players union (like all such unions) is sanctioned collusion. But that's a different discussion for another day, I suppose.

The trouble is proving said collusion. If someone says that team X is favored to sign player Y, if that person is later approached, he can just say it was his opinion, and no one can prove that he was "hired" to spread a rumor, without a money trail. It's the just the type of stuff that I don't put past anyone in professional sports, including the agents.
