I was the risk mgr for a 100 school public school system. In speaking to the teachers at mandatory risk mgt seminars, it became fairly easy to place the teaches in 3 classifications: the ones approaching retirement ( average 25 - 30% of the faculty), those mid stream, and the newbies. The first really did not give a shite & were just there standing at the black board, killing time, the second were close to half assing it but far from working extra time; and the newbies were still gungho, but on the average were only lasting 2-3 yrs max. Many schools were having to pay for their own first aide kits....mandatory per school board policy....a third of the bus drivers were not certified, special ed "teachers" were paid $15 an hour..you get what you pay for, teacher attendance at some schools was sketchy at best. Bottom line, I'd never let one of my kids attend a public school
