How did this happen?
the only reason they havent been for 10 years running is the massive non reporting and wrong reporting of all the crime stats

Just one specific example of this, not that long ago we found out that the cops were not only not investigating crimes against women, they were pigeonholing the reports and absolutely ignoring them.
It was at a time when the media was ballyhooing how crimes against women were significantly decreasing here.
Sure crime stats have no where to go but down when the documented incidents, item numbers and all, are ignored.
