I think that DHS should enforce the laws as written. This administrations policy of no detentions and enforcement is counter productive, however, last administrations detention push wasn’t productive either.

Ultimately though immigration status is not the concern of local law enforcement, as much as they may want it to be.

They’ll go after him and hope he sues and gets it in front of this Supreme Court

So they should ignore law-breakers within their jurisdictions?

On the contrary, most sheriffs want nothing to do with immigration and wish it wasn't a blip on their radars.
