AC question

Upstairs thermostat went completely dead. As I was removing the old I checked for voltage on "C" which is 24 volts and nothing. Went ahead and replaced it to match the Honeywell digital we have downstairs. Of course it didn't work with no power coming to it. Called an AC company out.
AC company said board was fried and it took 5 days for them to come back with new board. Guy just left and said we have an electrical problem. Said he is only getting 64 volts to the unit in the attic. Thinks we have a broken wire or a bad breaker that is not providing 110 volts. Very skeptical on this.
Anyone have any thoughts or should I just get an electrical company out here to troubleshoot?

You might have a blown fuse on the unit. Take off the cover where the circuit panel is and see if there is a inline fuse and if it's blown. I blew one changing a thermostat and not killing power first

Your indoor/attic unit will run on 110 and there will be an outlet for it.
Test that outlet and see what it is putting out and narrow it down from there.

That sounds like a sound diagnosis.
What did he suggest?
