I mean...not really. Yes, eventually that strategy would be like a ban on all new offshore drilling, once there were no more benches and such to drill from existing leases.
However, as recent as just last month, the Department of Interior approved one new Federal offshore permit in May (19 for the year), and approved 33 revised new well permits (over 130 of those approved for the year).

So no, new offshore drilling has NOT been banned by the Biden Administration, yet.
