Even though they haven't released all of the video surveillance footage, I'd begin with some of what has, which shows the magnetic locks being released from the Security Command Center.

How do we know the Capital PD “person” wasn’t sympathetic to the peaceful demonstrators entering?
That still doesn’t make it legal does it?
What’s the saying? Ignorance of the law doesn’t make it legal.
