I mean, for better or worse, the same people who have decided what constitutes a criminal act would do that. Since the 1950's we (the state) have closed hundreds of mental institutions/insane asylums will adding tens of thousands of prison beds to the point we are outsourcing that practice to private companies.

Why is one so readily accepted over the other? I agree with your premise though, it is a very dark subject and was a slippery slope for generations before the practice of institutionalizing mentally ill people was practically ended.
