Is this a penalty?

It seems pretty clear the attacker slowed down after his last touch past the keeper. Watch his left foot short step after that last touch on the ball. He also drags his right foot into the keeper, who pulls his arms back to avoid contact after the last touch.
What do you think? Legit penalty? IMO it's borderline. I know the attacker doesn't have to move out of the way and try to avoid the contact from the keeper. His last step on his right leg seems so unnatural, and there's an intentional motion to drag the leg behind him to draw the contact.
Either way...This is one of those things that I hate about the sport.

Keeper slightly grabs the left leg. As my role model S says, soft but a penalty

Probably, but that is pretty weak. The only thing I'd say after watching in slow motion is that he purposefully pulls his legs back to search for contact, and then gets it. He actually changes his trajectory to move away from the ball and toward the keeper.
I think with that one, whatever is called on the field would have to stand.

He starts going down before contact. Hard to say. If he had just run normally into the keeper the answer is probably yes.

It’s soft, but by the books I think it is a penalty.

Exactly. You can see his left foot also start to drag even before his last short step.
I think I agree though that you gotta give the penalty for this one. It just seems awful to give a goal for something like that.

Yes that’s a penalty. Striker was looking for it, but goalie touched him, he has the right to go down

It seems like I am in the minority as I see this as a penalty all day. Vela beats the keeper to the ball and touches it out the keeper's path. The keepers right leg is the first thing to make contact with Vela's right ankle which at speed is enough to throw Vela's gate off. Vela's leg is then caught by the keeper's arm and Vela is now on the ground. Keeper can't complain as he didn't get to the ball.

Look at the second angle. Keepers foot caught the grass at the same time the attacker happens to be dragging his foot.
