1. It automatically increases the severity of the sentence if convicted.
2. It can be prosecuted in federal court as well as state court.
3. Federal courts can sentence him to death since he committed murder in the process of committing another felony with hate crime being the other felony.
Not saying that it will be prosecuted on the federal level or he will get the death penalty, but charging him with and likely convicting him with puts the death penalty on the table in a state that doesn't have a death penalty.

That’s the sole reason for the law, in many cases it allows the federal government to take control over a state issue whenever they see fit.
As others have said, the feds are quite selective when it comes to this “law”. Wonder why that is…
