I am a lawyer. The legal question is not can the Tour dictate when/where players play because that’s not what they’re doing.
The question is can the Tour decide who it allows to participate in THEIR tournaments/ have a tour card to which I think the answer is yes. Just like many other pros that simply aren’t good enough/haven’t qualified yet can’t play in a tour tournament (yes I know there are exceptions) they can dictate other requirements.
The tour isn’t telling golfers where/when to play. Anyone is free to go play in the new tour if they wish. They just give up there tour card which is issued by the tour.
If the tour doesn’t have this power where does it stop? Should I be able to show up and pay the entry fee and play in a PGA tournament? Of course not, but that’s what some think these players should be able to do simply because they’re good golfers.

Most Tour events are "opens."
You can do exactly this, there's just a qualifying process.

Also a lawyer. The players are not employees of the PGA Tour. They are independent contractors. They determine where and when they will play, subject to certain terms and conditions (minimum number of tournaments, etc).
However, the relationship is contractual, not employment based. If the agreement between the players and the Tour is that players cannot compete in tournaments that compete with the Tour there is very little the players can do to change that short of renegotiating their deal with the Tour.
