High school football barely pays for itself at 99% of schools. Its not college. That's why they are having a fundraiser for a turf field.
I sit on the board of our high school's booster club. Its one of the largest schools in Mississippi. Band runs the concession stands and covers their expenses with a little cushion. Tickets pay for football equipment, we're able to charter busses to away games instead of taking school busses, and we have enough left over for a nice end of season banquet.
Cheerleaders have to pay a $2000 fee for their uniforms, travel, etc. I had a meeting last week with a mad parent that cheerleaders had to pay and football gets everything paid for. There is nothing close to "floating the school budget" happening at any high school football program. The ones that make money are few and far between.
