One difference is that the funds you referenced were the government of Iran's funds and not an individuals.

I am assuming the Biden administration has some mechanism to sieze assets of those connected to the regime. These aren't assets of a U.S. citizen so probably not subject to U.S. laws

I agree that is a difference, and it may possibly be legally significant, maybe.

And it is also worth noting that numerous countries are doing the exact same seizures of assets with Russian ownership. This would certainly suggest that this isn't an issue unique to the U.S.
