Stay at one of the Club Quarters hotels in the Loop, there are two and they are your best price/cleanliness value. There are cheaper spots but they are questionable.
Ride the red line to both ballparks. Uber could be a mess to the south side, and will absolutely guaranteed suck the fat one on the ride to Wrigley. Wrigley is in a densely-populated neighborhood with no interstate nearby.
Enjoy your time there, Wrigley is a riot. We used to go to games all the time in our 20's. Have a steak at Miller's pub, it's kind of a downtown institution. It's not expensive, was maybe $35-40 for a steak and domestic beer 10 years ago.
