The Dow-adjacent crossing has already been ruled out, supposedly for navigational reasons. There isn't enough money to do the Grosse Tete connection, but you're right that it needs to happen.
One of the routes south of Plaquemine seems to be the ticket.

Their website “scores” every crossing. Some are more advantageous than others. There’s a lot of good info on that site.
