This flies in the face of a transparent government.
Suppose you are arrested by a truly corrupt system (a Louisiana specialty). They don't give you a phone call and toss your arse in jail. The only information they publish is your name and court date. No photo. Would anybody ever know it was you, especially if you had a common name?
