This isn't new. PSLF has been a program for quite some time. It wasn't until the last few years that some of the first enrollees would be eligible for the forgiveness.
With that said, they certainly have recently expanded the rules and policies to include certain types of federal loans that were disbursed prior to the establishment of the PSLF program, so people who weren't previously qualified for the PSLF program can now apply and have their loans forgiven/debt canceled assuming they met the other criteria. This is what that 3rd paragraph alludes to.
Been reading some reports of some physicians(working for hospitals that are non profit) having their loans retroactively forgiven based on the new rules.
