In the spring of 2018, it was Brennan, McMillian, and Narcisse. Burrow wasn't here. It was Brennan's job to lose, but after spring, O decided none of the QBs were up to the job and he went out to get a transfer.
So saying Brennan didn't play because he was stuck behind Burrow isn't quite right. He was behind Burrow only because the coaches knew he wasn't up to the job after spring 2018.
