The cops can arrest all day long but it won’t matter without a functional judicial system.
Their court system is backlogged so they aren’t putting these thugs in jail.
They get arrested and then turned right back onto the streets.
Similar things happen in New Orleans.

Yep. No money to be made off of welfare trash. Serve their time or just released to do it all again.
