Matt R - not out the question
Jimmy G - may take a 1st
Jameis Winston - by default probably a Saint
Baker Mayfield - will be cheap when he realizes there is no market for him
Jordan L - would take a 2nd at minimum, but lot of upside
Marcus Mariota - let’s hope not
Kenny Pickett - only if he falls to us in the draft
Malik Willis - see Pickett
Matt Corral - 2nd round at the earliest

I think the best route is to sign Winston, draft a WR or OL with the 1st round pick and then trade for a late 1st early 2nd to grab Howell as someone else mentioned.
This way you fill an instant need (OL if you don't bring in a Tackle or WR if you do), get your QB to try and win now, and a high end talent to develop in Howell while he sits a year or two.
You still have your other 2 3rd round picks to fill remaining needs.
That is the best route in my opinion.
