How do we know this isn’t propaganda??? We call out the Ukraniu propaganda but take this as gospel?

There were photos of a Tennessee state flag, with a Lt.’s signature on it.
I figured it was a gift from a training exercise we did with Ukraine. Otherwise the signature doesn’t make sense.
