EBR has a few good schools and mostly terrible ones. Just like NOLA. Just like Houston. Just like Chicago. Just like Atlanta. Just like Baltimore. Etc.

Urban public schools suck everywhere unless you are in a magnet.

Poor country bumpkin schools suck everywhere.

Where LA falls behind other states is in our suburban school systems. While some are up to par, many are not.
