Yes. At least in as much so as a country could afford the appropriate lab equipment.
With one tweek of a DNA strand here or there, coupled with a nefarious ideology, every aforementioned country has a bio-weapons lab, treaties be damned.
We, all brothers and sisters of humanity, are going to FAFO if we don't get a handle on it.

Right wingers believe that Ukraine is not allowed to have hospitals or schools or biological research or medicines or autonomy or freedom or democracy or the right of self-determination. Whatever they have is justification for Putin's Russia to bomb their cities.

I guess Putin would be justified in bombing Baton Rouge. There's at least one biolab there.
