Most of that country has lived in subsistence poverty for many times the years America has existed. I think you underestimate how little they are intimidated by sliding back in that direction or by the will of a handful of dwindling, in-fighting, weak western nations...most without any military might left.
Short of nukes, we have little leverage. I also wouldn't trust that coalition you mentioned. They get awfully weak in the knees when the media starts counting bodies. See the middle east, for example, where oil - another crucial economic component - was at risk.
If WW3 starts, we will lose...and it would just be us and MAYBE Britain.

Those pastoral populations wouldn't be affected directly by the war but would likely face mass starvation when the government ignores them to divert resources towards propping up the city economies/war effort.
Again, I'm not talking about occupying these lands.
