I'm not familiar with the small print on the rules of bill passage, however I read that unless Johnson wishes to try to pass these bills with a two-thirds instead of a simple majority, he must first submit them to the House Rules Committee.

This Committee has nine Republicans and four Democrats. With GOP Representatives such as Burgess, Norman, Massie, Roy and Houchin on this Committee, and with Norman, Massie and Roy already on record as being against Committee passage, will Johnson get these bills to the floor?
