Per my sauce(s) in Ukraine, the Ukrainian decided to lay siege to Kherson city instead of storming it. They are trying not to destroy their own city and don’t want to suffer the casualties of trying to storm the city. Kherson is far enough south that the Dnieper River is not going to freeze and form an iceroad for resupply. The Ukrainians can use HIMARs and artillery to keep the city cut off and the Russians will eventually run out of food and ammo.

Makes sense. Also probably strategic benifit in drawing as much RU resources to the point on the front that its furthest from Russia and most exposed especially if you are thinking you can get in behind it.
