I’m relatively confident you’re misremembering it. I’ve said that paragraph a couple of times on here. I’ve also said that when Obama was once asked what keeps him up at night that he said “Pakistan.” Why Pakistan? Oh right because they’re a religious cult with nukes and crazy enough to use them if things go to shite. I despise Pakistan as a country.
Pakistanis and Americans fricking hate each other, and for good reason. They were the population that most got into tussles with Americans more than any other country by far when I was in Beijing. It got tense if a couple of Americans and a couple of Pakistanis were in the same bar in Beijing back in 2010-2012. The feeling was absolutely mutual between us.

I didn't have that experience in Pakistan itself. Nor have I seen that in the hospital environment, where there are plenty of Pakistani doctors. I've been all over South Asia too.
I'd caution against using your own experience as the framework for geopolitics, because it generally isn't a reliable indicator of anything.
