You misunderstand what they are designed to do.
They didn't design them to deliver nuke payloads to the mainland.
They designed them to take out our carrier groups and nato bases.
Sure the US, Russia, China, France and India can all fling nukes at each other but what gain is there in that?

Yep. And they would succeed in a conventional conflict in taking out a CSG or two before we adjust.
