See Smoothie King, Amedisys, Shell, CB&I, Canes, Century Link etc...

It's the whole state. Big businesses that don't have something tying them to the area leave (proximity to plants, river, government contracts etc)

True.

Although south Louisiana seems to do well attracting major industrial service companies. We absolutely suck with almost every other industry.

Brain drain for the Louisiana is a real thing. CS, EE, and ISDS majors aren’t staying in Louisiana if they don’t have anything tying them down in the state. Way more opportunity and higher salaries with equity elsewhere.
