It's up to 25 for some combination of HS, JUCO, and transfers (all initial counters). If up to 7 from the current team goes into the portal after a certain date, then you can take up to another 7 of HS, JUCO, and transfers (all initial counters). If more than 7 from the current team go into the portal, then you're out of luck. If no one from the current team goes in the portal, then you're capped at the 25 (or more if you can back-count).

And don't forget you're still capped at 85 for the roster. So some schools who are allowed up to 32 this year can't b/c they didn't have a large senior class and can't fill up and go over the 85.
