You are correct… I forgot to mention it’s 25 plus up to 7, if you lose 7 players due to transfer, or even early entry into the NFL draft, but you can replace those transfers with high school recruits, JUCO or transfer portal players.

I thought the same as you until someone posted the actual wording of the NCAA ruling on here a while back. Apparently, you can fill those extra 7 spots with any recruits, not just transfers, and it looks like almost every school had those extra 7 spots to fill.

It's up to 25 for some combination of HS, JUCO, and transfers (all initial counters). If up to 7 from the current team goes into the portal after a certain date, then you can take up to another 7 of HS, JUCO, and transfers (all initial counters). If more than 7 from the current team go into the portal, then you're out of luck. If no one from the current team goes in the portal, then you're capped at the 25 (or more if you can back-count).

Wrong. The NCAA limit of 25 initial counters (HS, JUCO or Transfers) remains in tact for this year and succeeding years. For this year the NCAA granted a one-time waiver that allows up to 7 additional initial counters (HS, JUCO or Transfers) if certain criteria is present.

If a school qualifies for all additional allowed initial counters, that school can sign up to 32 players, which can be any combination of HS, JUCO and/or Transfers. The 25 high school/7 transfers that has been wide spread on this board is pure bullshite.
