Sorry man, all I can provide you is the NMCI help desk line and the first thing they’ll do is ask you for your DoDID and asset # for Navy.
I have a feeling the Army moved similar to us in the navy/marine corps over to flankspeed/Microsoft 365. It was a pain in the arse for us since about august of 2021. Things are finally normal again but maybe the army is still all f00ked.
Hope it clears up but definitely sounds like it is on their side.
