Louisiana has been a welfare state since it was a French colony. Hell, they had to bring in Germans to keep the displaced convicts, criminals, and prostitutes in New Orleans from starving to death.

Edwards had 16 years as Governor,plus his time as a congressman where he could have worked to improve the state. He choose to maintain the status quo, and deserves a lot of the blame for where the state is.
