So let's understand something.
Tony is an inept fool who couldn't do anything himself.
Intent matters. Someone who intentionally kidnaps someone and causes them excruciating pain and torture them before killing them is a far worse individual than someone who looks away from the road for a second and accidentally hits a pedestrian and causes them extreme pain before they eventually die from the injuries.
Tony is a fool.
Mengele is evil.
