If a state does not do it, will the NCAA?

Pro sports have salary caps. There needs to be a cap on NIL.
The NIL cash seems a lot like "legal" bribery.

Is there a cap where you work? Is there a law preventing you from working two jobs or having outside investments?

will these NIL deals have buyout clauses like coaches contracts.

example: we will pay you X amount to play at LSU for your 3 years. If you leave before your eligibility is up, you owe us the remainder of the contract. The new school would have to pay the buyout and the new contract for the player.
