H.R. 5746 had already passed the House and Senate, so the amended version could go directly to the Senate floor without the threat of a filibuster from Senate Republicans, who oppose the voting rights legislation.

To even bring a bill in the Senate up for debate, you need 60 votes. That's why the original bill from the House has never even been debated. You also need 60 votes to end debate and bring it up for a final vote.
This NASA gambit only allows them to bypass the first 60 vote requirement to start debate. 60 votes (or a change in the filibuster rules) would still be necessary to end debate and bring it up for a final vote.
