Maybe if there are only a couple spots or if there are a bunch but they're all occupied. I've never seen that, though. I usually see 5-10 spots and almost no one ever using them. Most likely there were several unused spots and he was "blocking" no one.

Blocking no one but he decided to put the charging cable in his tailpipe. You left that part out. Why would he need to do that? Maybe you don’t know, but he certainly did.
